Rose Padilla Johnson serves as the CEO of the Davis Street Community Center in San Leandro, California. Besides providing child care to more than 1,200 children every month, the center offers medical and behavioral health services. In addition to her professional endeavors, Rose Padilla Johnson formerly served as the president of the California Alternative Payment Program Association (CAPPA).
For more than four decades, CAPPA has served a vital role in connecting families in need with early learning and child care services. In particular, it advocates on behalf of public and private community-based agencies to ensure that a robust mixed delivery system is in place.
Among the organizations that CAPPA works with is Plumas Rural Services (PRS), which has expanded from a grassroots entity focused on Plumas County to one that reaches residents of Sierra, Lassen, and Modoc Counties.
PRS gives parents referrals to local child care providers and enables subsidized child care payments. In addition, PRS supports those who care for children with disabilities by providing respite care and resources. In addition, PRS assists adults with developmental disabilities by offering independent living skills training and supported employment.
Moreover, PRS’ services include licensed therapy and trauma recovery. PRS also provides treatment, shelter, and licensed counseling services for people experiencing domestic violence and abuse.
